Yeah I figured as much. That's why I said I was all for it. And actually, I was going to propose limiting the number of refines on certain weapons. Cause obviously, a dagger isn't going to be able to be refined as many times as a sword or warhammer. And if you think about it, the more specialized a weapon is, the less you should be able to refine it (pikes)
